SYDNEY—Australia marked Saturday’s third anniversary of the September 11 attacks by announcing an urgent security upgrade for its missions overseas including relocation of its Bali consulate and new checks on flights to Australia out of Indonesia.

Speaking two days after Australia’s Indonesian Embassy was bombed with the campaign for the October 9 election on hold, Prime Minister John Howard pledged another five million Australian dollars ($3.5 million) to the joint investigation with Indonesia into the attack, which killed nine Indonesians.
