VIENNA, Austria—The United States toughened up a draft resolution as it moved ahead with its quest to convince a key meeting of the UN nuclear watchdog agency to take Iran before the UN Security Council for refusing to freeze programs that can produce nuclear arms.

A European diplomat said Monday that Washington’s changes to a draft resolution originally written by France, Germany and Britain set an October 31 deadline, struck some passages and added others to reduce Iran’s wiggle room on dispelling suspicions about its nuclear activities.
