HANOI—Two senior officials of Vietnam’s trade ministry have been arrested and charged with corruption in a scandal involving export quotas, officials said Thursday.

Le Van Thang, deputy director of the ministry’s import-export department, and Bui Hong Minh, an expert at the department, were detained on Wednesday.
