I can’t understand the negative hype heaped upon the Armed Forces of the Philippines for its decision to retain custody of Maj. Gen. Carlos F. Garcia.
Some say the military’s refusal to turn over Garcia to the Sandiganbayan sheriff was tantamount to breaking the constitutional provision of civilian supremacy over the military. The criticism is undeserved.
