ON February 16 the Kyoto Protocol comes into force. Thirty-five industrialized countries and the European Union will be legally obliged to reduce their emissions of greenhouse gases to below 1990 levels.
The Protocol sets binding restrictions on the emission gases—mainly carbon dioxide—that are produced by the burning of fossil fuels like coal and petroleum.
