THE appointment of Lt. Gen. Arturo Lomibao as the new  chief of the Philippine National Police should give the PNP a much-needed shot in the arm. Lomibao surely knows how pervasive and morally debilitating is corruption in the ranks of the National Police.  We remain hopeful that under his term, he will muster enough chutzpah to purge the police ranks of thousands of rascals in uniform.   Lomibao should start carrying out reforms pronto.

His predecessors failed to rid the PNP of kotong cops. Changes have yet to be made in the police system where corruption is deeply embedded. One sure way to deal with corruption is for Lomibao to sack crooked cops who hang out with their “charity” bosses and equally corrupt benefactors.
