There was a collective shudder when US President George W. Bush put forward Deputy Defense Secretary Paul Wolfowitz’s name to succeed James Wolfensohn as president of the World Bank.

The reactions from around the world were largely negative. Wolfowitz was among those who argued for the invasion of Iraq and for maintaining America’s military superiority especially in what’s known in Washington as the arc of instability.
