FOREIGN Affairs Secretary Alberto G. Romulo said the Philippines welcomed the parliamentary election in Iraq on December 15.
“In going to the polls in large numbers, the Iraqi people have shown admirable courage and unparalleled determination to establish a truly democratic government,” Romulo said.
