THE Department of Education (DepEd) on Tuesday formally opened its search for the best impromptu speaker in the Second Voice of Asia Speech contest which will highlight the capability of Filipino high school students to discuss a relevant issue that is exemplary in form and content.

Education Secretary Armin Luistro said the search, which starts its selection at the school and division level this August, will culminate in the International Finals in February 2014.
