1,200 ARMM infra projects proposed


COTABATO CITY: The Department of Public Works and Highways (DPWH) engineering district offices in the Autonomous Region in Muslim Mindanao (ARMM) have proposed almost 1,200 infrastructure projects for 2015-2016 to ensure socio-economic development in the region before the Bangsamoro new autonomous political entity (NAPE) sits in.

ARMM Public Works Secretary Emil Sadain said the projects were identified and finalized at a recent workshop here for submission to the Regional Economic Development Planning Board (REDPB), the ARMM’s highest policymaking body for funding in budgets for 2015.

“The list of the identified infrastructure projects includes the priority projects endorsed by our local chief executives [five governors and 117 mayors] during the 2nd ARMM LGU Summit in Davao City on February 11 to 12, 2014 [during the visit of President Aquino 3rd]. We considered most of their [LGUs’] proposals,” the secretary said.


Sadain said the list include projects covering construction, expansion and rehabilitation of bridges, ports, water systems and road concreting, which are in-line with the requirements of the autonomous region.

Gov. Mujiv Hataman of ARMM “requires all infrastructure projects for implementation in the region should be according to the infrastructure priority needs of the region’s constituents and should support programs for poverty alleviation, health and sanitation, education, tourism, agriculture, and peace-building,” Sadain said.

The implementation of the projects would be based on “utmost prudence that ensures optimal use of meager resources for maximum benefits” to the populace in ARMM and the succeeding Bangsamoro region envisaged in the current government peace process with the MILF.

It will adhere to prescribed “targets and objectives of infra projects,” using established prudent mechanisms such as “the rapid and inclusive growth, zero backlog on ARMM infra and quality infra and services that conform to the projects at the national level,” the public works official said.
