Manila police on Sunday warned the public of a taxi driver who attempted to immobilize a female passenger by spraying chemicals on Friday.
Jemimah Cristel Umengan, 19, student, and a Pasay City resident told investigators that she boarded a cab with plate number TXD-102 at Robinson’s Place in Ermita around 6:30 p.m.
