Alfredo Lim, the man they call "Dirty Harry,” on Tuesday filed his certificate of candidacy (COC) for mayor of Manila.

Lim, accompanied by his vice mayoral aspirant, Rep. Benjamin Asilo, and a throng of supporters, visited the monument of late former president Corazon Aquino and her husband Benigno "Ninoy” Aquino Jr. along Roxas Boulevard near Luneta (Rizal) Park before marching toward Arroceros Street where the city Commission on Elections offices are located.

Lim denied allegations that he left City Hall bankrupt in 2013.

He lost to now-Mayor Joseph "Erap” Estrada, who is seeking reelection in next year’s polls.

"It is not true that Manila went bankrupt because the Treasurer’s Office in 2013 had P805 million cash and bank deposits in Landbank. [At the] Philippine National Bank and the Development Bank of the Philippines, [there] was P770 million. All in all, there was P1.5 billion when I left,” Lim told reporters.

"There are just lying and destroying me,” he said.

When asked what he would do if he recaptured Manila, Lim replied that he will order that medical services in six city-owned hospitals be rendered for free, including medicine, check-up and confinement.

He said he will order that tuition at Universidad de Manila (UDM) be also free.

Under the Estrada administration, free hospitalization and tuition at UdM were suspended.

Lim challenged Estrada and Rep. Amado Bagatsing to test their health and age. "Let’s jog [at Luneta]. Let’s see who will survive.”

When asked on the privatization of 17 public markets by Estrada, Lim said he will oppose it.

On Monday, Bagatsing, who is also running for mayor, filed his COC.

Estrada and his team will file theirs today.
