THE first day of filing of certificate of candidacy (CoC) for the 2019 mid-term elections was off to a slow start in the regions with basically familiar names in the political arena seeking reelection or trying to regain their posts.

In Nueva Ecija, a legal issue surfaced on whether former Nueva Ecija Gov. Aurelio Umali and his brother Cabanatuan City Vice Mayor Anthony Umali can file their certificates of candidacy after the Ombudsman earlier barred them from running for elective posts after the filing of anti-graft cases against them.
