REPORTS today about the hostile presence of ships from China in Philippine waters; surging numbers of Chinese arriving in cities; and simmering feelings of resentfulness, distrust and disgust on the part of Filipino residents toward these new migrants give me a queasy sense of déjà vu. I have read similar accounts written over five centuries ago.
