I NEVER thought I would say this, but it is to be admitted that daytime TV comic turned senator Vicente ‘Tito’ Sotto can have the odd, rare prescient moment. One instance occurred back in 2013. Reports of a rampaging shooter in Cavite held the country’s attention. The shooter had killed eight people, including a little girl. Our senators at the time rightly expressed their grief and outrage. There were strident calls for a total gun ban.
