FOREIGN riders reasserted their dominance Sunday as Japan’s Kazuo Inoue of Bridgestone-Anchor team topped the 153.6-kms. second stage of the 2011 Le Tour de Filipinas from Balanga, Bataan to Iba, Zambales.

The 30-year-old Kazuo, who settled for the 31st place on the opening day’s criterium race, outraced Iranian Hamid Sisan of Suren cycling team and Australian Jai Crawford of Giant Kenda in the final stretch to cross the finish line in three hours, 59 minutes and 19.10 seconds.
