MUNICIPALITY OF LILOAN, Top Philippine Model Municipality

The Top Philippine Model Municipality Award was given to the municipality that has garnered the highest points across all categories and bested 33 shortlisted municipalities.

Municipal Mayor Atty. Christina Frasco, was overwhelmed and very grateful with all the awards that Liloan received—Education Hub Award, Retirement Haven Award, Wealth Center Award and the most coveted Top Philippine Model Municipality.

Liloan Mayor Atty. Christina Frasco received the award from Dante Francis Ang II and Blanca Mercado of The Manila Times.

“In behalf of the people of Liloan, Cebu, I gratefully accept this award recognizing Liloan as the Top Philippine Model Municipality and one of the Most Livable Urban Center in the Philippines in the aspect of education, care for the elderly, revenue generation and business-friendliness. The pursuit and accomplishment of sustainable development is by all means not the work of government alone. In Liloan, we recognize the importance of consensus in urban planning, the essential nature of multi-sectoral participation and the value of instilling pride of place as a foundation for love of country and nation-building. I am grateful for the hard work of our municipal officials and employees and for the unwavering support of my fellow Liloanons. Through this partnership between government and an engaged citizenry, we have been able to forge strong foundation in local community governance incentivizing participation and performance and aggressively implementing programs and projects that uplift lives of our fellow Liloanons,” said Mayor Frasco during her acceptance speech. Frasco is the daughter of Governor Gwendolyn Garcia of Cebu.

The Education Hub Award was given to Liloan that has set education as their number one priority. With the vision of building an educated population by harnessing the power of education to change lives through government support, the scholarship program of the city has helped thousands of students, many of whom are now working professionals. The administration has also expanded the program to include scholarships for law school, medical school, master’s and graduate studies, as well as athletic scholarships. Along with this project are construction of schools, classrooms, covered courts, and school supply donations.

Liloan received Retirement Haven Award because it provides a well-rounded, stimulating, and joyful approach to its senior citizens. The government built a one- of-a-kind two-storey Seniors Center, providing leisure for seniors as they avail of government services. They also provide free check up, medical consultations, and free medicine. The municipality also maintains a local pension and free medical financial assistance.

Liloan municipality utilized innovative governance for revenue generation. The government has focused on the creation of economic opportunities for SMEs, farmers, fisherfolk, and local artisans. It has also ensured further professionalization of government services, and improvement of business-friendliness through the establishment of an electronic queuing system at the municipal hall, and electronic payment system for taxpayers. This resulted in the municipality’s investor confidence being at an all-time high and vast increase in tax collection, which in turn, may bring more multinational companies to the municipality.
