Mothers and relatives of war-on-drugs victims and human rights group Rise Up for Life and for Rights (Rise Up) have filed a second supplemental pleading to its complaint and communication before the International Criminal Court (ICC) against President Rodrigo Duterte.

The pleading, which was filed on Thursday, aims to support with additional reports and evidence a complaint and communication filed in August 2018 charging Duterte with committing crimes against humanity under Article 7 of the Rome Statute of the ICC, particularly “widespread and systematic attacks against civilians” in the form of “extrajudicial killings of thousands of Filipinos” and other inhumane acts “for causing great suffering to the victims and their families.”
