IT is perhaps yet another example of the privatization of public utilities going off the rails: While two private-sector combatants fight for control of electricity distribution in a battle that has now reached the Supreme Court, consumers and businesses in Iloilo at the mercy of a local grid apparently so decrepit that it routinely catches fire are left wondering whether or not they will have power on any given day.
