PH’s first ’10-second’ permit application system launched in Valenzuela  

 

VALENZUELA City Mayor Rex Gatchalian led the launch of the country’s first integrated permit application system, where applicants could get their business  permits in just 10 seconds.

Gatchalian said he hoped the “Paspas Permit” app of Valenzuela would be installed in smartphones by January.

“Right now may online app kami na putol putol  pa [Right now we have an unstable online app] so our programmer is asking for 60 days to migrate this to [our] mobile app, in January,” Gatchalian said in a chance interview with The Manila Times on Tuesday.

Gatchalian said there were some technical issues in migrating the system to the mobile app that needed to be solved.

“In January we are going to migrate this to mobile apps right now the mobile app is up and running. We are incorporating paspas permit on [the] smartphone,” Gatchalian said in his speech.


The 3S Plus Valenzuela City Online Services will serve its residents a single platform for permit application and requests for documents.

Gatchalian said this was Valenzuela’s commitment to comply with the Ease of Doing Business (EODB) law.

Trade Secretary Ramon Lopez lauded the project of Valenzuela.

“We want this and it would be the future benchmark and can replicated at levels of government. This should be the gold standard where everything is online,”  Lopez said in his speech.

The issuance of business permits at Valenzuela City Hall used to take about 15 to 30 minutes.

The mobile app, dubbed the “Northern Gateway to Metropolitan Manila,” will accelerate services for more than 18,506 businesses in the city and its 638,414 population.

“The new platform demonstrates the local government’s commitment to make services more efficient and innovative, which in turn can attract more investors and spur further development. Entrepreneurs are indispensable to our country’s growth and so we are empowering them through improve systems of service delivery. ” Gatchalian said jn a statement.

Paspas Permit system is an online system where anyone can register, process, renew  and pay for business permit applications “seamlessly” and “conveniently”  within 10 seconds upon confirmation of payment.

The applicant must first register an account at the 3S Plus Valenzuela City Online Services on its official website.

Gatchalian said that the Paspas Permit showed that the city government was “leveraging on the innovative use of new products for better, faster services to our constituents.”

Gatchalian said he has no problem if other local government units (LGUs) would adopt the project.

“Are we willing to share it? Yes. Valenzuela prides itself in learning from other LGUs when we were starting off wala kaming monopolyo sa tamang sagot nangopya rin kami at kung ito ang bagay na maibabahagi namin  sa mga ibang LGUs [we have no monopoly on the right answer, we also copied, and if we can share this to other LGUs] by all means, we’ll share it,” Gatchalian said.

Valenzuela City is a Hall-of-Famer in the Most Business Friendly Highly Urbanized City award of the Philippine Chamber of Commerce and Industry (PCCI) in 2012, 2014, 2015, and in 2019.
