THIRTEEN people died in the onslaught of typhoon “Tisoy” (international name: Kammuri), which has since weakened into a severe tropical storm as it headed out of the country.
Police reported that at least five of the fatalities were from the Bicol region -- three in Camarines Sur and two in Sorsogon.
