PRESIDENT Rodrigo Duterte blew a gasket earlier this week, after the Department of Justice reported that the 1997 concession contract between the government, via the Metropolitan Waterworks and Sewerage System (MWSS), and Metro Manila’s two water distributors, Maynilad Water Services Inc. and Manila Water Co. Inc., contains at least 12 provisions considered “onerous.”
