WE are confused and disturbed by contradictory statements that issued from our government on Saturday.

First, in response to a report that the International Criminal Court (ICC) intends to complete its probe of the Philippines’ war on drugs in 2020, Palace spokesman and legal counsel Salvador Panelo issued a statement saying that the ICC should not open an investigation into President Rodrigo Duterte’s war against drugs, because it has no jurisdiction over the Philippines.
