RATHER than face continued public fury and questions in legislative hearings about its recent decision to limit the number of “motorcycle taxis” in the country, the technical working group (TWG) formed to assess the Land Transportation Franchising and Regulatory Board’s (LTFRB) “pilot program” abruptly pulled the plug on it this week, a full two months ahead of schedule.
For the sake of clarity, since the LTFRB might bridle at being blamed for a decision that it did not technically issue, the TWG was operating under the auspices of the Department of Transportation (DoTr) and the LTFRB was just one of several agencies represented in it.
