THE 1997 water deal of Fidel V. Ramos had undergone complete staff work, typical of the cool, studious, hardworking gentleman’s incredible work ethic. Good legal minds worked out the deal, I am told. But, the current Prez has threatened go after the government lawyers who represented the administration. But, this time he is taking his time to name and shame. The 1975 Chevron Philippines Inc. deal in Batangas was worked out during the time of Ferdinand Marcos when even much of Metro Manila was cheap, clean and green raw land, and he had Cesar Virata, Ting Paterno, Titong Mendoza, Dick Puno and Gerry Sicat in his Cabinet.
