Public Works Secretary Mark Villar on Friday announced that the C3-R10 Section of the North Luzon Expressway (NLEx) Harbor Link Segment 10, the elevated expressway that will provide direct access between Radial Road 10 (R10) in Navotas City and the NLEx and is envisioned to boost trade performance and delivery of goods to Central Luzon and Northern Luzon, is slated for partial opening next month.
