THE group vying to develop the Ninoy Aquino International Airport (NAIA) has yet to settle issues on manpower absorption and people the mover system at the airport before it could proceed to the Swiss Challenge, an official from the Department of Transportation (DoTr) said on Monday.

Transportation Undersecretary Ruben Reinoso Jr. said the NAIA Consortium still needs to iron out the said issues before proceeding with its proposed P102-billion rehabilitation plan.
