AS a political scientist, it really bothers me a lot that the lack of understanding about the nature of constitutional government is so pervasive in this country. Most people fail to understand that constitutions have always been interpreted as limitations on the powers and authority of the state. Thus, while we have the Bill of Rights for citizens and persons, there is no Bill of Rights for the state. While presumption of regularity of government action is held, it cannot supersede the right of people to redress their grievances against state abuses.
