COMES now House Bill (HB) 922 introduced in the 18th Congress by Rep. Bayani Fernando titled, “Regulating the Use of Roads for Safe, Fast and Economic Transport and for Other Purposes.” In other words, a bill regulating roads, traffic, vehicles supposedly in a “safe, efficient, environmentally sound and accessible road system in the country.”
