Hotel cancellations, empty beaches and — in some places — empty restaurants, while some industries face temporary shutdown as vital production inputs could not be imported from China. The Regional Development Council has started the process of identifying “emergency measures” that could support affected communities and businesses (Sun Star Cebu, Feb. 29, 2020).
