Overseas Filipino workers (OFWs), balikbayans and foreigners can travel abroad anytime despite the implementation of the enhanced community quarantine in Luzon, a Palace official said.
Cabinet Secretary Karlo Alexei Nograles said they would only need to show proof of international travel to go through checkpoints.
