THE Department of Trade and Industry (DTI) has released a circular which puts a cap on the quantity of products which can be bought at supermarkets to stymie hoarding and panic buying amid the enhanced community quarantine (ECQ) imposed in Luzon due to the outbreak of the coronavirus disease 2019 or Covid-19.

Trade Secretary Ramon Lopez, in Memorandum Circular 20-07, identified the items: Alcohol, disinfectant, hand sanitizer, disinfecting liquids, bath soap, toilet paper, face mask, instant noodles and canned sardines produced locally, canned regular milk, powdered milk and instant coffee in sachet, mineral water, and loaf bread.
