THE use of adjectives as intensifiers is evidently the preferred tool of choice of the Duterte administration in defining its policy, strategy and program in fighting the coronavirus pandemic within the national territory.

While the government has studiously avoided using the word “lockdown” in defining its policy and strategy, it has opted to use the word “community,” and employed the adjectives “sustained” and “enhanced” to underscore a rising level of strictness and concern.
