THE Bayanihan to Heal As One Act provides for an emergency subsidy in the amount ranging from a minimum of P5,000 to a maximum of P8,000 a month for two months to cover for basic needs such as food, medicine and toiletries. This is supposedly directed to some 18 million Filipino families.

The subsidy comprises the Emergency Subsidy Program (ESP), which is being jointly implemented by several government agencies, among them the Department of Social Welfare and Development (DSWD). The procedures and measures of the ESP implementation are embodied in Joint Memorandum Circular 1 Series of 2020.
