The Bureau of Internal Revenue (BIR) said it would start collecting the 12-percent value-added tax (VAT) on toll road fees on June 1 even without the consensus of the technical working group assigned to tackle the issue.

In an interview over the weekend, BIR Commissioner Joel Tan-Torres said they have become “restless” as the decision to slap the 12-percent VAT on toll roads has already dragged on for two months.
