THE House of Representatives started deliberations on the pending franchise bills of embattled media-giant ABS-CBN on Tuesday, three weeks after its operations were shut down after its 25-year franchise lapsed in early May.
The joint-hearing is being conducted by the House committees on Legislative Franchises and on Good Government and Public Accountability.
