The national government fell short of its infrastructure and capital expenditure target for the first quarter of 2020 despite higher spending in March, mainly because of the enhanced community quarantine (ECQ) it imposed to curb the spread of the coronavirus disease 2019 (Covid-19) in the country.

The latest disbursement report of the Department of Budget and Management (DBM) showed on Tuesday that the government spent P62.2 billion for infrastructure and capital outlay in March alone. The amount was up 4.1 percent from P59.7 billion a year ago and bigger than the P45.6 billion spent in February.
