For many years, the nation — particularly Metro Manila residents and businesses — has despaired that its transportation and traffic problems have grown too big and complex; that no amount of overhaul and tinkering with the government’s Department of Transportation (DoTr)will ever succeed in wrestling the challenger to even just a draw.
