FOR the second time this year, the entire Luzon was placed on yellow alert today, June 4, due to thin power reserves, according to the Department of Energy (DoE).
In a message to The Manila Times, Energy Assistant Secretary Redentor Delola said the yellow alert notice had been up since 12 noon up until 3 p.m.
