MY main concern about the anti-terror bill when it does become a law (it now awaits President Rodrigo Duterte’s signature) is its implementation. It may look good, especially to law enforcers, but given many people’s experiences, the public has every reason to be wary about how operatives on the ground will carry it out without abuses being committed. After all, the devil, it is often said, is in the details.

I was young when Martial Law was imposed by Ferdinand Marcos, perhaps the only dictator that is entombed in a place reserved for heroes, but old enough to know what happened in forsaken areas like my hometown, where media had no idea they existed.
