IT is expedient and welcome that President Rodrigo Duterte’s signing of Republic Act 11479, or the “Anti-Terrorism Act of 2020,” last Friday, has been quickly followed by the filing before the Supreme Court (SC) the next day of petitions questioning the constitutionality of the new law and raising alarms about damage to civil liberties by certain provisions.

This is as it should be in our system of due process and rule of law.
