As early as 2013, the annual Metro Manila Film Festival (MMFF) has been under fire for alleged mishandling of the festival’s profits by the Metro Manila Development Authority (MMDA), then headed by Chairman Francis Tolentino.

This was revealed by director Leo Martinez, then Director General for MMFF’s beneficiary Film Academy of the Philippines (FAP). He claimed records from the Commission on Audit (CoA) from 2002 to 2008 showed violations by the MMFF management, adding that the gross amount every year kept going up but the shares of the FAP kept going down.
