The unexpected onset of a global health crisis exposed this country’s deficient information and communications technology infrastructure. Much has been reported about this, and President Rodrigo Duterte highlighted the issue in his last State of the Nation Address with a stern warning to the telecommunications duopoly.
Despite all the attention, the government has focused mostly on attacking red tape. That is a good start but not nearly enough.
