The University of the Philippines in Los Baños (UPLB) is touted as the country’s premier university in the field of agriculture. When I was one of the vice chancellors of UPLB many years ago, we loved to boast that UPLB occupies the apex of agricultural science and education in the country.

Not surprisingly, many of UPLB’s alumni and professors have become leaders in agriculture-related endeavors, whether in the public or private sector. Yet, many wonder why, despite having in our midst UPLB, where a number of current senior agricultural officials in Thailand, Vietnam, Myanmar, Cambodia and Laos were or are being trained, our agricultural sector remains undeveloped.
