Although previous Philippine administrations have enacted human capital development laws that reflect principles similar to those espoused by more successful countries, they have generally failed to provide adequate funding to ensure their effective implementation.
This is according to the World Bank’s “2020 Human Capital Index” report that gave the Philppines a score of 0.52, which “means that children born in the country today will fail to achieve almost half their potential.”
