Decision-making process or Fire, Aim, Ready?

RETICENCE and discretion don’t seem to be core competencies here in the Philippines. From the recent announcements of policies that are not thought through then walked back, analysis and preparation aren’t popular either in much of our showbiz and form sans substance country. In a sober place, how would policy be made? A proposal, followed by study, then discussion of the merits and alternatives and if an agreement is attained, announcement and implementation.

Instead we have been replete with our Fire, Aim, Ready approach to decision-making. To use an analogy from the old days of film, it is like we throw out the pictures and keep the negatives when making decisions.
