Elements of child abuse

Dear PAO,

May I know the requisite facts and circumstances that I must prove in order to successfully file a case for child abuse on account of my neighbor’s repeated yelling and threats to my children? Your answer would be greatly appreciated since it will allow me to determine at the onset if we have an actual case to support our intended complaint against our neighbor who caused fear and anxiety to my children through intimidation and use of harsh words.
