Dear PAO,

My parents were married in 1979. In 2000, while my mother worked as an overseas Filipino worker (OFW) in Kuwait, my father obtained a declaration of presumptive death from the court that he used to contract his second marriage with Myrna. In 2004, my mother returned home and learned about my father’s second marriage but did nothing. Recently, my father died. Can my mother still file an affidavit of reappearance for the purpose of inheritance?
