IT must now be said: Confronted by the horrifying and ever-escalating coronavirus pandemic, the Philippines is laboring under a Department of Health (DoH) — the country’s lead and only public health agency — that looks overmatched by the flood of Covid-19 cases that swell daily and appear to be beyond the DoH’s comprehension.

On Friday, the Health department reported that 3,257 new Covid-19 cases have been added in the Philippines, bringing the total caseload near 280,000.
