Department of Labor Secretary Silvestre Bello 3rd (in photo, second from right) witnessed the turnover of ventilators to three big hospitals in the Cagayan Valley region namely, the Cagayan Valley Medical Center in Tuguegarao City, the Gov. Faustino N. Dy Memorial Hospital in Ilagan City, and the Southern Isabela Medical Center in Santiago City.
